CIVIL DEFENSE AGENCY <br /> CIVIL DEFENSE <br /> Program Description <br /> The Hawai`i County Civil Defense Agency has the responsibility of administering various <br /> local, state, and federal emergency preparedness, and civil defense programs for the County <br /> of Hawai'i. This includes coordinating planning, mitigation, response and recovery <br /> programs to meet disaster situations and coordinating post-disaster recovery operations <br /> requiring state and/or federal assistance. The Civil Defense Agency also administers and <br /> manages the Department of Homeland Security Grant Program for all first responder <br /> agencies in the county, including state agencies such as Department of Health. <br /> Program Objectives <br /> 1. Continue the priority of working with all segments of the community in developing <br /> emergency-response plans. <br /> a. Work with the public sectors in hazard/risk awareness and response preparedness. <br /> Continue to review and update Police, Public Works, Fire, and Parks Standard <br /> Operating Guidelines (SOGs). <br /> b. Continue to coordinate and participate in emergency preparedness exercises, drills <br /> and training. <br /> c. Continue to coordinate and participated in training for emergency response. <br /> 2. Improve Civil Defense public notification systems. <br /> a. Expand the use of the mass notification system for other Departments in the County. <br /> b. Continue growth and efficiency of the electronic/digital messaging notification <br /> system. <br /> 3. Develop electronic systems for more efficient communication with State Civil Defense, <br /> other emergency management partners, and County Departments. <br /> a. Identify and initiate the development and implementation of a common platform for <br /> electronic document collaboration. <br /> b. Integrate Social Media and other electronic communication platforms in order to <br /> leverage technological communication media opportunities. <br /> 4. Continue to work with Department of Education, American Red Cross and State Civil <br /> Defense regarding new facilities being designated as emergency shelters, and proposed <br /> facility upgrades to expand our shelter program. <br /> 5. Continue to administer the Department of Homeland Security Grant Program for the <br /> County of Hawaii as administered and directed by the State Civil Defense Agency and <br /> the State Department of Defense. <br /> a. Utilize Homeland Security funds to enhance the Emergency Operations Center <br /> (EOC), develop EOC continuity and contingency plans, develop programs to <br /> integrate social media into our operations and develop supply caches throughout the <br /> county in support of shelters and mass care initiative. <br /> 12 <br />
