Dru Kanuha, Council Chair <br /> and Members of the County Council <br /> Page 4 <br /> Access to the project site is currently from Kekuanao`a Street to the existing <br /> single-family dwellings on Parcel 66 and from Hinano Street for Parcels 78 and 79. <br /> Condition G of Ordinance no. 06-114 prohibits access from Kekuanao`a Street once the <br /> single-family dwellings are demolished. Access to Parcels 78 and 79 will be from <br /> Laukapu Street and access to Parcel 66 will be from Hinano Street. Roadway conditions <br /> D, E, and F will be amended to reflect timing of roadway improvement requirements <br /> associated with the 8-year time extension to complete construction of the proposed <br /> developments. To be consistent with the concurrency requirements of the Zoning Code, a <br /> condition of approval will require submittal of a Traffic Impact Analysis Report(TIAR) <br /> if a land use is developed that would generate over 50 peak hour trips. The applicants <br /> will be responsible for constructing any improvements identified in the TIAR required by <br /> the Department of Public Works. <br /> Water is available to the project area. Each of the subject parcels is serviced by an <br /> existing 5/8—inch meter limited to an average of 400 gallons per day. The applicant has <br /> also secured a commitment for eight(8) additional units of water at a maximum of 600 <br /> gallons per day(4,800 gallons total). <br /> Electricity and telephone, fire, police, and emergency medical services are all <br /> available to the site nearby in Hilo. Based on the preceding,the proposed request will not <br /> unreasonably burden public agencies to provide for infrastructure and utilities to the <br /> project site. <br /> In the Applicant's amendment request letter, they provided suggested language in <br /> the attempt to help clarify the required construction deadline and roadway improvement <br /> timeline. In order to be consistent with the Department's standard practices and condition <br /> formatting and to ensure clarity of condition requirements between both the Applicant <br /> and the Department, the Director's suggested language amending the subject conditions <br /> of approval differ from those provided by the applicant for the following reasons: <br /> • Condition C: The applicant suggested a deadline of August 8, 2021 <br /> (approximately 5 years) to obtain Final Plan Approval (FPA) and another three(3) <br /> years from that date to complete construction. This is problematic because FPA is <br /> just one step in the overall construction process and it is possible to obtain multiple <br /> FPAs making it difficult for the Department to track and enforce this condition.
