3. Landowner: B-II Educational Trust has authorized the applicant to apply for a change <br /> of zone. <br /> STATE AND COUNTY PLANS <br /> 4, State Land Use District: Urban. <br /> 5. General Plan LUPAG Map Designation: Medium Density Urban, which allows village <br /> and neighborhood commercial and single family and multiple family residential and <br /> related functions (multiply family residential—up to 35 units per acre). <br /> 6. County Zoning: Single-Family Residential-10,000 square feet(RS-10). <br /> 7. Hilo Community Development Plan: The Hilo CDP, adopted by Resolution No. 1 on <br /> May 21, 1975, identifies the area as RS-10 zoning. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 8. Subject Property: The property is rectangular in shape with about 68 feet of frontage <br /> along Kilauea Avenue and it is about 242 feet deep. The topography is fairly level. A <br /> dilapidated dwelling was removed from the property in 2015 so the site is currently <br /> vacant. <br /> 9. Surrounding Land Uses/Zoning: The property is surrounded by a mix of commercial <br /> and residential uses. KTA supermarket is located to the east and the Maebo noodle <br /> factory and Kai store are located to the west across Kilauea Avenue, all on land zoned <br /> CN-10. Properties to the north and south are zoned RS-10. The property to the north <br /> was developed with two homes that have recently been demolished. The property to the <br /> south is developed with a single-family dwelling and attached `ohana dwelling. <br /> 10. Flood Zone: Zone X, an area determined by FEMA to be outside the 500-year flood <br /> plain. <br /> 11. Flora/Fauna Resources: No professional floral or faunal survey was conducted of the <br /> property because it was cleared when the dilapidated dwelling was removed, leaving little <br /> vegetation on the property. Due to the long-time residential use of the property and the <br /> urban character of the surrounding area, the applicant does not believe that rare or <br /> -2- <br />
