1 , . <br /> RHawai`ilslandDistillingSLU.mjjshw 6/27/17 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> RECOMMENDATION <br /> HAWAII ISLAND DISTILLING, LLC <br /> STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 17-000047) <br /> Upon careful review of the request, the Planning Director is recommending that a <br /> favorable recommendation for the State Land Use Boundary Amendment be forwarded to the <br /> County Council. Since this recommendation is made without the benefit of public testimony, the <br /> Director reserves the right to modify and/or alter this position based upon additional infoimation <br /> presented at the public hearing. The favorable recommendation is based on the following <br /> findings: <br /> The applicant requests a State Land Use Boundary Amendment from an <br /> Agricultural to an Urban district for approximately 6.505 acres of land. The applicant has <br /> submitted a concurrent request for a Change of Zone from Agricultural - 20 acres (A-20a) <br /> to General Industrial - 20,000 square feet (MG-20). The property is located east of <br /> Highway 11 (Volcano Highway), west of Railroad Avenue, and north of Highway 130 <br /> (Kea'au-Pahoa Highway), Kea'au, Puna, Hawai`i, TMK: (3)1-6-141:002. <br /> The applicant is requesting a Change of Zone and State Land Use Boundary <br /> Amendment to establish a 7,500+/- square-foot beverage processing facility <br /> (inicrobrewery) that will include a 2,000+/- square-foot supportive visitor/retail <br /> sales/tasting center with a 300 square-foot kitchen, as well as required improvements to <br /> the access road and parking areas. <br /> The approval of the reclassification from the State Land Use Agricultural to <br /> the Urban District for approximately 6.505 acres will not be in violation of Section <br /> 205-2, Chapter 205, Hawai`i Revised Statutes, nor will it be inconsistent with the <br /> Land Use Commission Rules, the County General Plan and the Hawai`i State Plan. <br /> Under the Land Use Commission Rules, one of the standards for considering an area for <br /> urban reclassification states that "In determining urban growth for the next ten years, or <br /> in amending the boundary, land contiguous with existing urban areas shall be given more <br /> -1- <br />
