Although the subject property is not contiguous to <br /> Urban designated lands, the project site lies about 2,000 feet northwest of the HELCO <br /> Kea'au power plant site and the Ulu Pono Town Center, which are on lands designated <br /> Urban by the State Land Use Commission. Additionally, the subject property has <br /> historically been used for industrial purposes by the Puna Sugar Company. <br /> The reclassification action also conforms to the goals, policies and standards of, <br /> among others, the Land Use and Economic Elements of the General Plan and the General <br /> Plan Land Use Pattern Allocation Guide (LUPAG) Map which identifies the area for <br /> Industrial uses. The Industrial designation includes uses such as manufacturing and <br /> processing, wholesaling, large storage and transportation facilities and light industrial <br /> uses. Since 1971, the area of the old Puna Sugar Mill has been designated as Industrial in <br /> the LUPAG. During the 1989 General Plan Comprehensive Review, the Industrial <br /> designation was expanded by re-designating lands in the vicinity from Intensive <br /> Agricultural and Orchards to Industrial. This area was considered for industrial <br /> expansion as a variety of industrial uses were established in the vicinity through the <br /> Special Permit process. The County had determined that the industrial designation would <br /> promote and encourage additional utilization of the area. The reclassification action <br /> would be consistent with the goals, objectives and policies of the Hawai`i State Plan and <br /> Puna Community Development Plan by providing future employment opportunities and <br /> improved livingstandards and stimulating the development and expansion of economic <br /> activities. <br /> The Urban classification conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment and to basic <br /> services such as schools, police and fire protection, transportation systems and <br /> water. Currently, the roads and County water system in the area to not meet industrial <br /> zoning and urban standards. However, conditions of the Change of Zone approval will <br /> require that the applicant provide an industrial standard roadway within a 60-foot wide <br /> right-of-way, and make improvements to the existing County water system to provide <br /> adequate fire flow to meet the standards for industrial land uses.
