Public Access: There is no known record of a designated public access to the shoreline <br /> or mountain areas that traverses the property. <br /> 25. Traffic: A Traffic Impact Analysis Report (TIAR)was prepared for the project, which <br /> was proposed for the original 15.948-acre parcel in December 2008. This report was <br /> later revised in 2011 to address traffic impacts that would be generated with the addition <br /> of the Hilo Adult Day Center, along with 150 multi-family residential units for seniors. <br /> The Phase 3 project will increase the total number of senior residential rental units by <br /> 32 units over what was considered in the 2011 Traffic Study. Based on this increase, <br /> there will be three additional trips during the AM peak hour and four additional trips <br /> during the PM peak hour and is not expected to negatively impact traffic. According to <br /> the Department of Public Works (DPW), the applicant shall install streetlights and traffic <br /> control devices as may be required by the DPW Traffic Division. The applicant shall be <br /> responsible for the design, purchase and installation of such devices. <br /> 26. Waiakea Pond/Alenaio Stream/Waiakea Stream: The Waiakea Pond is the closest <br /> body of water to the proposed project area, situated downstream approximately 1.3 miles <br /> to the east. The nearby intermittent Alenaio Stream is located about 1,500 feet to the <br /> northwest and the Waiakea Stream located over 600 feet to the southeast and downslope <br /> of the subject property. According to the 2009 Mohouli Heights Senior Neighborhood <br /> Final Environmental Assessment, the proposed project is not expected to have any direct <br /> impact on any streams, wetlands, aquifer resource or marine waters. <br /> PUBLIC SERVICES AND FACILITIES <br /> 27. Access: Access to the subject property is from Mohouli Street onto Kupuna Place (an <br /> approximately thirty-foot paved area within a fifty-foot wide roadway parcel owned by <br /> the State but managed by the County under the EO No. 4224) then onto a paved portion <br /> within an approximately 70-foot wide road and utility easement leading to the subject <br /> property.
