STATE LAND USE DISTRICT BOUNDARY AMENDMENT APPLICATION(fifteen <br /> acres or less) <br /> BACKGROUND REPORT <br /> APPLICANT: Hawaii Island Community Development Corporation(IHCDC) <br /> REQUEST: State Land Use Boundary Amendment Agriculture to Urban <br /> TAX MAP KEY: (3)2-4-001:184 <br /> A) SUBJECT REQUEST <br /> 1) Details of the Proposed Development: <br /> a) Project description: The property is located on the northwest corner of <br /> Komohana Street and Mohouli Street at an elevation of approximately 300 feet <br /> above sea level. The 6.569-acre parcel is identified as tax map key number(3)2- <br /> 4-001:184, situated in Waiakea, South Hilo,Island of Hawaii. <br /> HICDC is requesting a State Land Use Boundary amendment from Agriculture to <br /> Urban for the subject property. <br /> The applicant is proposing to continue the development of the Mohouli Heights <br /> Senior Neighborhood Project(Project)providing affordable housing and related <br /> senior services which began with the completion of the 60-unit Phase 1 project for <br /> low-income seniors in 2014. The 30-unit Phase 2 project is currently under <br /> construction and scheduled for completion later this year. The Hilo Adult Day <br /> Center is also under construction and is scheduled for completion in the Spring of <br /> 2018. This application is for Phase 3 of the Project which will include <br /> development of 92 additional affordable housing units and related uses. (Please <br /> see attached Figure 1 showing the three phases of the Project) <br /> b) Statement of objectives and reasons for the request: In 2010,the applicant <br /> went through a pre-emption process with the County of Hawaii (County)to <br /> change the State Land Use designation of 15 acres of land(which included the <br /> subject 6.569 acre parcel)from Agriculture to Urban as well as a change of zone <br /> from Agricultural one acre(A-la)to Multi-Family Residential Four Thousand <br /> (RM-4). The pre-emption process, authorized by Hawaii Revised Statutes (HRS), <br /> Section 201H-38, in conjunction with HRS 46-15.1, is intended to expedite the <br /> approval of affordable housing projects, and has been utilized to obtain State <br /> Land Use boundary amendment and Change of Zone approvals. County <br /> Resolution No. 328 10 approved the requested changes on April 20, 2010. After <br /> the development of Phase 1 of the Project, a second pre-emption resolution, <br /> Resolution Number 311 15 changed the zoning designation of the remaining <br /> 9.572 acres to Multiple Family Residential one thousand five hundred(RM 1.5) in <br /> 2015. More than 56%of the original 15 acres have either been developed or is <br /> currently under construction to provide affordable rental units for low-income <br /> senior citizens as well as an adult day care facility. The applicant proceeded with <br /> plans to develop Phase 3, based on the allowances of the pre-emption resolutions, <br /> however,the County indicated that the State Land Use amendment, approved by <br /> County of Hawaii Resolution No. 328 10 has been called into question by the <br /> 1 <br />
