To (1) eliminate any uncertainty regarding the State Land Use <br /> Boundary designation and(2)maintain the development timeline,this application <br /> is being submitted for review and approval through the standard process. <br /> c) Timeframe and cost: The proposed Phase 3 project is expected to begin <br /> construction In May 2018 and be completed in October 2019. The total cost of <br /> the proposed project is estimated at approximately$26.4 million. <br /> d) Traffic impacts: A Traffic Impact Analysis Report was prepared for the Project <br /> which was proposed for the original 15.948 acre parcel in December 2008. This <br /> report was later revised in 2011 to address traffic impacts that would be generated <br /> with the addition of the Hilo Adult Day Center to the property, along with 150 <br /> multi-family residential units for seniors. In summarizing its findings,the report <br /> states,the following: <br /> "The proposed Mohouli Heights Senior Neighborhood is forecast to generate less <br /> than 100 trips during the morning and afternoon commuter peak hours,which is <br /> considered to be a relatively small number of trips. The additional traffic in itself <br /> would not require mitigating measures beyond those roadway improvements <br /> proposed by the Wailani Center. The Wailani Center project is adding traffic <br /> lanes at the Komohana Street/Mohouli Street intersection to accommodate the <br /> future growth in ambient traffic. The traffic forecast generated by Wailani Center <br /> project also identified the need for traffic mitigation at the currently unsignalized <br /> Komohana Street/Kukuau Street intersection. Traffic signals may be warranted at <br /> this intersection in the future as a mitigation measure. <br /> The currently unsignalized intersection at Mohouli Street/Kukuau Street will not <br /> require mitigation in the future due to the increases in ambient traffic. The project <br /> access roadway intersection on Mohouli Street can remain stop sign controlled." <br /> It should be noted that, although the Phase 3 project will increase the total number <br /> of senior residential rental units by 32 units more than analyzed in the 2011 <br /> Traffic Study,this will result in only three additional trips during the AM peak <br /> hour and only four additional trips during the PM peak hour. As such,the <br /> findings in the 2011 Traffic Study will not be affected by the difference in the <br /> number of units. It should be further noted that, although it was not required and <br /> was not deemed necessary by the traffic study,the applicant has made a$500,000 <br /> contribution to the County, Department of Public Works-Traffic Division <br /> towards the installation of a traffic signal at the intersection of Mohouli Street and <br /> Kupuna Place,which serves as the entry/exit point of the Mohouli Senior <br /> Neighborhood Project. Discussions with the Traffic Division indicate that <br /> installation of this traffic signal is anticipated in 2018 which will occur prior to <br /> the anticipated completion of the Project. <br /> A complete copy of the Traffic Impact Analysis Report is attached as Appendix <br /> A. <br /> B) CONFORMANCE WITH STATE/COUNTY PLANS <br /> 1) State Land Use designation: The subject property is situated within the State Land <br /> Use Agricultural district. The proposed State Land Use boundary amendment from <br /> 2 <br />
