• Encourage the development and maintenance of communities meeting the needs <br /> of its residents in balance with the physical and social environment. <br /> • Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals,regional plans, State Land Use District,compatibility with adjacent <br /> zoned uses, availability of public services and utilities,access and public need. <br /> Housing Element <br /> • Attain safe, sanitary, and livable housing for the residents of the County of <br /> Hawaii. <br /> • Attain a diversity of socio-economic housing mix throughout the different parts of <br /> the County. <br /> • Maintain a housing supply that allows a variety of choices. <br /> • Create viable communities with affordable housing and suitable living <br /> environments. <br /> • Seek sufficient production of new affordable rental and fee-simple housing in the <br /> County in a variety of sizes to satisfactorily accommodate the needs and desires <br /> of families and individuals. <br /> • Make affordable housing available in reasonable proximity to employment <br /> centers. <br /> • Encourage a volume of construction and rehabilitation of housing sufficient to <br /> meet growth needs and correct existing deficiencies. <br /> • Encourage corporations and nonprofit organizations to participate in Federal, <br /> State and private programs to provide new and rehabilitated housing for low and <br /> moderate income families. <br /> • Increase rental opportunities and choices in terms of quality, cost, amenity, style <br /> and size of housing,especially for low and moderate income households. <br /> • Accommodate the housing requirements of special need groups including the <br /> elderly,handicapped,homeless and those residents in rural areas. <br /> • Work with, encourage and support private sector efforts in the provision of <br /> affordable housing. <br /> 3) General Plan designation: The General Plan Land Use Pattern Allocation Guide <br /> (LUPAG) Map designation for this section of the South Hilo District is Medium <br /> Density Urban. <br /> 4) Applicable goals/policies objectives and priority guidelines of the Hawaii State <br /> Plan: The proposed project is consistent with the following goals,policies, <br /> objectives and priority guidelines of the Hawaii State Plan. <br /> Goal(to achieve) <br /> 4 <br />
