the Agricultural to the Urban district is in conformance with the proposed use. The <br /> proposed reclassification conforms to the following standards for determining the <br /> Urban district boundaries: <br /> • The project area is in close proximity to centers of trading and employment. <br /> • The project area is served by basic services including schools,parks, solid waste <br /> disposal, drainage,water, transportation systems,public utilities and police and <br /> fire protection. <br /> • The project area includes lands with satisfactory topography and drainage, is <br /> reasonably free from the danger of any flood,tsunami,unstable soil condition and <br /> other adverse environmental effects. <br /> • Land contiguous with existing urban areas shall be given more consideration than <br /> non-contiguous land, and particularly when indicated for future urban use on state <br /> or county general plans. <br /> • The project area is in an appropriate location for new urban concentrations as <br /> evidenced by the County General Plan Land Use Pattern Allocation Guide <br /> (LUPAG)Map designation as Medium Density Urban. <br /> • Approval of the proposed reclassification will not result in spot urban <br /> development necessitating unreasonable investment in public infrastructure or <br /> support services. <br /> 2) Applicable goals/policies and objectives of the General Plan: The proposed <br /> project is consistent with the following goals,policies,and objectives of the General <br /> Plan. <br /> Economic Element <br /> • Provide residents with opportunities to improve their quality of life through <br /> economic development that enhances the County's natural and social <br /> environments. <br /> • Economic development and improvement shall be in balance with the physical, <br /> social and cultural environments of the island of Hawaii. <br /> • Strive for diversity and stability in its economic system. <br /> • Provide an economic environment that allows new, expanded, or improved <br /> economic opportunities that are compatible with the County's cultural, natural <br /> and social environment. <br /> Land Use Element <br /> • Designate and allocate land uses in appropriate proportions Sand mix and in <br /> keeping with the social, cultural, and physical environments of the County. <br /> • Zone urban-and rural-types of uses in areas with ease of access to community <br /> services and employment centers and with adequate public utilities and facilities. <br /> • Allocate appropriate requested zoning in accordance with the existing or projected <br /> needs of neighborhood, community,region and County. <br /> 3 <br />
