The <br /> project was initially separated into four(4)phases for fmancial reasons. Phase 3 originally <br /> consisted of 60-units and Phase 4 originally consisted of 32-units. However, when financing <br /> was awarded for the combined 92-units, Phases 3 and 4 were consolidated and will be <br /> referenced as Phase 3 throughout this report. <br /> The approval of the reclassification from the State Land Use Agricultural to the <br /> Urban District for approximately 6.569 acres will not be in violation of Section 205-2, <br /> Chapter 205,Hawaii Revised Statutes, nor will it be inconsistent with the Land Use <br /> Commission Rules, the County General Plan and the Hawaii State Plan. Under the <br /> Land Use Commission Rules, one of the standards for considering an area for urban <br /> reclassification states that, "In determining urban growth for the next ten years, or in <br /> amending the boundary, land contiguous with existing urban areas shall be given more <br /> consideration than non-contiguous land, and particularly when indicated for future urban use <br /> on state or county general plans." The project area conforms to this standard as it is situated <br /> adjacent to existing urban-designated lands to the north, is currently considered Multiple- <br /> Family Residential (RM-3)per County of Hawai`i Resolution No. 536-16 and is designated as <br /> future urban growth(Medium Density Urban) on the County's Land Use Pattern Allocation <br /> Guide (LUPAG) map in the General Plan. The applicant's request to designate 6.569 acres <br /> into the Urban District reflects the intent of the County of Hawai`i Resolution Nos. 709-08, <br /> 328-10, 311-15 and 536-16 and the Governor's Executive Order No. 4224 to set aside and <br /> develop the land for elderly, affordable rental housing and related purposes for the Mohouli <br /> Heights Senior Neighborhood Project. <br /> The Urban District request would be consistent with the goals and policies of the <br /> Land Use and Housing elements of the General Plan. The Urban District request would be <br /> consistent with the goals,policies and standards of the Land use-Multiple Family Residential <br /> and the Housing Elements of the Hawai`i County General Plan by encouraging the <br /> construction of specially designed facilities or communities for elderly persons needing <br /> institutional care and small home care units for active elderly persons in the South Hilo <br /> district. <br /> The LUPAG Map component of the General Plan is a representation of the <br /> document's goals,policies, standards and courses of action. It is also a graphic depiction of <br /> the physical relationship between the various land uses. The LUPAG Map establishes the <br /> basic urban and non-urban form for areas within the County. The Urban District request <br /> conforms to the General Plan Land Use Pattern Allocation Guide (LUPAG) Map, which <br /> designates this area as Medium Density Urban. Thus, the area under consideration is <br /> consistent with the urban form established for this section of South Hilo as depicted on the <br /> LUPAG Map. <br />
