Neighborhood Commercial Districts) <br /> 16. Special Management Area (SMA): The SMA is a part of the Coastal Zone Management <br /> Program regulated by the County. The property is not within the County's Special <br /> Management Area(SMA) and is located approximately two (2) miles from the nearest <br /> shoreline. <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 17. Project Site: The subject, "L" shaped property is situated on the north side of Puainako <br /> Street between Kekela Street and Kilauea Avenue and is approximately 88,317 square <br /> feet in size. The subject property once consisted of four (4) separate properties that were <br /> consolidated into one (1) in 2012. Those properties were previously used for residential <br /> purposes and as the site of a red ginger farm. The subject parcel is currently vacant of any <br /> structures or other improvements. <br /> 18. Surrounding Zoning and Land Uses: To the east across Kekela Street is the Minute <br /> Stop Gas Station (formerly the Ginger Patch Market and Deli) and the Firestone Tire and <br /> Service Center similarly zoned Neighborhood Commercial (CN-10). The KTA Super <br /> Stores complex is located to the south of the project site across Puainako Street and is <br /> zoned CN-10. There are single-family dwellings to the west along Kilauea Avenue and <br /> adjacent properties to the north are zoned Single-Family Residential (RS-10) and in <br /> single-family residential uses. In response to the request by adjacent property owners to <br /> minimize the visual impacts of the proposed project, the applicant has agreed to construct <br /> a perimeter rock wall along the property's northern boundary with adjoining property <br /> owners Don Kouchi at TMK: (3) 2-2-039:055, Michiko Yamamoto 1998 Trust at <br /> TMK: (3) 2-2-036:076, and Dwayne Miyashiro at TMK: (3) 2-2-039:070. Attached are <br /> copies of the letter agreements with these neighbors (see Exhibit 6 of the application). <br /> 19. FEMA Flood Insurance Rate Map (FIRM): Zone X(area of minimal flood hazard <br /> determined to be outside of the Special Flood Hazard Area). <br /> 20. Archaeological/Historical Resources: ASM Affiliates conducted a 100% surface field <br /> inspection of the subject parcel and submitted a report to the Department of Land and <br /> Natural Resources-State Historic Preservation Division(SHPD) on October 7, 2016 (see <br /> -4- <br />
