By letter dated January 3, 2017, SHPD issued a"no <br /> historic properties affected" determination for the proposed Project (see Exhibit 5a in the <br /> application). <br /> PUBLIC UTILITIES AND SERVICES <br /> 21. Access: Proposed access to the project site is from Kekela Street and Puainako Street. <br /> Kekela Street is a County roadway with a 42-foot wide pavement and concrete curbs, <br /> gutters, and sidewalks within a 60-foot right-of-way. Condition F of Ordinance <br /> No. 07-105 limits access from Kekela Street to the project site to delivery vehicles only. <br /> The applicant is requesting to amend Condition F to remove this limitation in order to <br /> allow the general public to access the project site from Kekela Street. There is an existing <br /> residential driveway intersection to the subject parcel at Kekela Street that is proposed to <br /> be widened to a commercial standard to accommodate public traffic. <br /> Puainako Street is under the jurisdiction of the State Department of Transportation(DOT) <br /> with an approximately 100-foot wide pavement within a varied width right-of-way <br /> (between 110 and 134 feet fronting the subject parcel). Condition G of Ordinance No. <br /> 07-105 limits access to the subject parcel to right-turn in and right-turn out movements <br /> only from Puainako Street. There is an existing asphalt driveway connection on the <br /> western side of the property that likely serviced the farm use, however, the applicant is <br /> proposing a new driveway access further east of the existing driveway and directly across <br /> from KTA's mauka driveway. By letter dated April 14, 2008 to the previous developer, <br /> DOT permitted access to the project site from Puainako Street, subject to eleven (11) <br /> conditions, including dedication of additional right-of-way to the State for the <br /> implementation of the Puainako Street realignment and improvement project between <br /> Komohana Street and Kanoelehua Avenue as well as several other design, engineering <br /> and permitting requirements (P.D. Exhibit 4—April 14, 2008 letter). By email dated <br /> May 14, 2019, DOT indicated that Since DOT plans to realign and improve Puainako <br /> Street between Komohana Street and Kanoelehua Avenue in the future, the ROW <br /> dedication should remain. Furthermore, the other conditions are still applicable, but could <br /> be amended or deleted by agreement with DOT (P.D. Exhibit 5—May 14, 2019 email). <br /> -5- <br />
