Through subsequent phone conversations, DOT staff indicated that they would be <br /> amenable to the applicant setting aside a future road widening strip to be provided at no <br /> cost to the State upon request of DOT. <br /> 22. Traffic: According to the applicant, the proposed auto parts retail store use is anticipated <br /> to generate approximately 574 daily vehicle trips, including 20 A.M. peak hour(15 <br /> inbound/5 outbound) and 56 new trips in the P.M. peak hour (27 inbound/29 outbound). <br /> Based on the preceding and in accordance with the Zoning Code's concurrency <br /> requirements, the applicant prepared and submitted a Traffic Impact Analysis Report <br /> (TIAR) with its 2017 amendment application (see Exhibit 7 in the application). The TIAR <br /> studied and evaluated the project's traffic impact at three (3) intersections: Puainako <br /> Street/Kilauea Avenue, Puainako Street/Kekela Street/KTA Shopping Center East <br /> Driveway("Kekela intersection") and Puainako Street/Kanoelehua Avenue. <br /> Kekela Street is a County owned and maintained road, with jurisdictional review by the <br /> County Department of Public Works. The TIAR concluded that the level of service (LOS) <br /> levels at the two study areas: (a) Puainako Street/Kilauea Avenue, and (b) Puainako <br /> Street/Kanoelehua Avenue intersections operate at an overall desirable LOS (LOS "D" or <br /> better) during both peak hours. The Kekela intersection currently operates at LOS "F"in <br /> the P.M. peak hour and is anticipated to still operate at LOS "E" or"F" in the future(5-, <br /> 10- and 20-year forecasts) without the proposed project. Due to the modest scale of the <br /> proposed project, the addition of trips from the proposed project would not further <br /> degrade the current LOS "E" or "F" operations at the Kekela intersection. The TIAR <br /> further concluded that both project driveways are anticipated to serve relatively low <br /> traffic volumes during the peak hours, therefore, no operational issues are anticipated at <br /> the Puainako Street or Kekela Street driveways. Finally, the TIAR recommended the re- <br /> striping of Kekela Street to provide a left/through lane and a separate right-turn lane. In <br /> addition, the TIAR recommended that the applicant pay their fair share toward the <br /> Puainako Street extension and widening project. <br /> DOT-Highways Division responded to a request for comment on the subject application <br /> in 2017 stating that they had no objection to the proposed amendments of Condition C, D, <br /> -6- <br />
