Under this program, a redeemable deposit fee is collected on all eligible beverage <br /> containers in an effort to encourage recycling and reduce land disposal and illegal dumping of affected <br /> containers. A separate container fee is also collected by the State DOH from the beverage industry for <br /> each eligible container and a portion of those container fees are then being distributed to the counties to <br /> assist in developing and monitoring public redemption centers. The State DOH recognized it would be <br /> more advantageous to have each county be responsible for developing and monitoring its own program, <br /> rather than having the neighbor islands under the control of the State. Therefore, the Department of <br /> Environmental Management Solid Waste Division's Recycling Section has been requested to assume <br /> responsibility for implementing and monitoring the Beverage Container Deposit Program. <br /> Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii <br /> Department of Health for this Beverage Container Deposit Program grant. <br /> Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this grant. <br /> If there are any questions, please do not hesitate to call the Department of Environmental Management. <br /> William Taka a <br /> Director of Finance <br /> APPROVED: <br /> Harry Kim <br /> Mayor <br /> Enc.
