NACo has been in <br /> opposition to this proposal and has taken a position recognizing that local governments are the closest to the people <br /> and, accordingly, are more knowledgeable about and accountable for the consequences of land use decisions. NACo <br /> further believes that local governments are also sophisticated enough to balance competing interests when making <br /> their zoning decisions. <br /> The purpose of this resolution is to express Ilawai'i County's opposition to Federal preemption of local zoning <br /> authority over satellite broadcast and cellular phone antennas and to support NACo's position on this matter.
