1zhual. iCOZSMAAm-11/17/03 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />LEHUA LANI, LLC <br />CHANGE OF ZONE APPLICATION (REZ 03-025) <br />SPECIAL MANAGEMENT AREA USE PERMIT (SMA 03-015) <br />LEHUA LANI, LLC has submitted an application for a Change of Zone for 10.1 acres <br />from an Agricultural 5 -acre (A -5a) to a Single Family Residential - 7,500 square foot (RS -7.5) <br />District and a Special Management Area (SMA) Use Permit to allow the development of a 58 - <br />unit single family residential house and lot subdivision and related improvements. The property <br />is located along the east (mauka) side of Alii Drive, between the Alii Lani Condominium and the <br />Alii Garden Marketplace and across from the Kona By the Sea and Kona Riviera Villas <br />condominium complexes, Puapuaa 2nd, North Kona, Hawaii, TMK: 7-5-20:71 and 72. <br />PROPOSED DEVELOPMENT <br />Request: The applicant is requesting the change of zone and the Special Management <br />Area Use Permit to allow a 58 -unit single family residential house and lot development <br />through the Planned Unit Development (PUD) process. The proposed development <br />includes: <br />• Single-family housing: 58 single-family residential homes on lots ranging in size from <br />4,000 to 6,000+ square feet. The applicant is proposing four basic home designs, <br />varying between one and two stories in height. None of the structures are planned to <br />exceed the maximum height limit of 35 feet. Some of the structures will be set back <br />less than the required 15 feet from the front and rear property lines and 8 feet along <br />the sides. Since the lots are proposed to be less than 7,500 square feet and the <br />setbacks less than the minimum requirements for the RS -7.5 district, the applicant <br />intends to submit a PUD application after the Change of Zone application has been <br />approved. <br />• A'/nacre open space/archaeological preserve park site is proposed adjacent to the <br />planned Ali'i Parkway.
