BContPnSLUSMAREZcv. doc-9/ 18/03 <br />COUNTY OF HAWAPI PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />CONTINENTAL PACIFIC, LLC <br />STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 03-006) <br />SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION (SMA 03-009) <br />CHANGE OF ZONE APPLICATION (REZ 03-014) <br />CONTINENTAL PACIFIC, LLC has submitted applications for a State Land Use <br />Boundary Amendment from Agricultural to Urban for approximately 3.344 acres, Special <br />Management Area Use Permit to allow the development of 1 I lots and related improvements, <br />and a Change of Zone from Limited Industrial -20,000 square feet (ML -20), General Industrial -5 <br />acres (MG -5a), Village Commercial -10,000 square feet (CV -10) and Agricultural 20 -acres (A - <br />20a) to Single Family Residential -20,000 square feet (RS -20) and Limited Industrial 20,000 - <br />square feet (ML -20) districts for approximately 12.640 acres of land. The project area includes <br />the former Hilo Coast Processing Mill complex and surrounding former sugar cane lands at <br />Pepeekeo, South Hilo, Hawaii, TMK: 2-8-7: Portions of 1 and 53. The landowner wants to <br />create a very low density residential subdivision totaling 11 residential lots on lands near <br />Pepeekeo Point that once contained structures associated with the Pepeekeo Sugar Mill and the <br />Pepeekeo Mill Camp. These structures were demolished many years ago, for the most part in the <br />1970's. The present zoning map, however, generally follows those abandoned uses. A map of <br />the existing zoning is shown as Exhibit Q. The landowner proposes to change the ML and MG <br />zoning to RS because residential use is not allowed in ML and MG zones. The landowner also <br />proposes to change the CV zoning to RS to eliminate the potential for incompatible uses. <br />The proposed residential development also needs a SMA permit because the area from <br />the shoreline to an imaginary line approximately 500 feet inland is within the SMA. The SMA <br />permit application includes a portion of the area that is currently zoned RS -7.5, and is not part of <br />the rezoning application. The SMA permit application therefore covers a considerably larger <br />area than the rezoning application. <br />The end result of the proposed rezoning and SMA application would he a residential <br />subdivision of 11 lots, a considerable decrease from the density potentially allowed by current <br />zoning. The rezoning would also create a new ML zoned area where the Hilo Coast Processing <br />Co. had a warehouse and baseyard, consisting of 3.344 acres. <br />
