8. Surrounding Zoning/Land Uses: Lands surrounding the project area consist of the <br />former Pepeekeo Sugar Mill and unimproved abandoned sugarcane lands and cane haul <br />roadways. Lands to the north are zoned A -20a, and RS -7.5. Kulaimano Homesteads is <br />located to the south and zoned A -5a, and there are properties zoned RS -10 to the west of <br />the subject area. <br />9. ALISH: The portion of the property proposed for the ML zoning is shown on the ALISH <br />maps as "Prime" agricultural land. This area actually contains the former baseyard, <br />motor pool, warehouse, and office structure for the former Hilo Coast Processing Co. and <br />the land is for the most part covered by concrete and asphalt. The remainder of the <br />property in the rezoning and SMA permit application is shown as "Existing Urban <br />Development" on the ALISH map because this area contained the mill camp and other <br />structures when the map was prepared. <br />10. Land Study Bureau's Detailed Land Classification System: "C" or " Fair" with "E" <br />or "Very Poor' in the gulches. <br />11. U.S. Soil Survey: Hilo Series - HoC (0 to 10 percent slopes), HoD (10 to 20 percent <br />slopes) and HoE (20 to 35 percent slopes). The Hilo series consists of well -drained silty <br />clay loams. Hilo soils are used for sugarcane, truck crops, orchards and pasture. For <br />HoC series, permeability is rapid, runoff is slow and the erosion hazard is slight. For the <br />HoC and HoD series, runoff is medium and the erosion hazard is slight to moderate. <br />12. FIRM: Zone "X", areas determined to be outside the 500 -year flood plain. Much of the <br />property is a sea cliff, 60-100 feet high, and not subject to tsunami inundation. There is <br />reason for some concern about tsunami inundation around Pepeekeo Point where the land <br />slopes more gradually to the sea, and where one source reports tsunami inundation 27 <br />feet above sea level in 1946. (Volcanoes in the Sea, MacDonald and Abbott, 1970 ed., at <br />p. 258.) The FIRM's "X" designation may result from the fact that many areas on the <br />island have not been thoroughly mapped for flooding or tsunami inundation. <br />13. Air Quality: Air quality in the subject area is mostly affected by emissions from natural <br />and vehicular sources, as well as the volcanic haze from Kilauea Volcano. According to <br />the applicant, although the Hilo Coast Power Plant is located within the area, the plant is <br />not a large sources of pollutant and would not contribute to air pollution within the <br />vicinity of the project area. <br />-4- <br />
