Arakaki, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Arakaki and Members: <br />State Land Use Boundary Amendment Application (SLU 03-006) <br />Request: Agricultural to Urban <br />Change of Zone Application (REZ 03-014) <br />Request: ML-20/MG-5a/CV-10 to RS -20 and A -20a to ML -20 <br />Applicant: Continental Pacific, LLC <br />Tax May Key: 2-8-8:nor 3, uor 95, 103 & nor 104 <br />The Planning Commission, after a duly held public hearing on September 16, 2004, voted to <br />recommend for your approval the proposed legislative bills to change the State Land Use <br />Boundary Amendment from an Agricultural to an Urban District for 4.182 acres of land and the <br />district classification from Limited Industrial — 20,000 square feet (ML -20), General Industrial — <br />5 acres (MG -5a), Village Commercial — 10,000 square feet (CV -10) and Agricultural 20 -acre <br />(A -20a) to Single Family Residential — 20,000 square feet (RS -20) and ML -20 districts for <br />13.478 acres of land. The area involved includes the former Hilo Coast Processing Mill complex <br />and surrounding former sugar cane lands at Pepeekeo, South Hilo, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the requests: <br />State Land Use Boundary Amendment <br />The approval of the reclassification from the State Land Use Agricultural to the <br />Urban District will not be violative of Section 205-2, Chapter 205, Hawaii Revised <br />Statutes, nor will it be inconsistent with the Land Use Commission Rules and the County <br />
