According to the Land Use Commission Rules, one of the standards for <br />considering an area for urban reclassification states that "In determining urban growth for <br />the next ten years, or in amending the boundary, land contiguous with existing urban <br />areas shall be given more consideration than non-contiguous land, and particularly when <br />indicated for future urban use on state or county general plans." The project area <br />conforms to this standard as it is situated adjacent to and between existing Urban - <br />designated lands. The applicant's request to designate 4.182 acres at the Hilo Coast <br />Processing Company's base yard warehouse and office building into the Urban District <br />reflects the infilling of Agricultural -lands within this section of Pepeekeo already <br />surrounded by Urban -designated lands. The applicant has also requested a concurrent <br />change of zone for the portion of the property from Agricultural (A -20a) to Limited <br />Industrial (ML -20) to reflect the site's current use. <br />The Urban District request would be consistent with the goals and polices of the <br />Land Use (Industrial) element of the General Plan. The LUPAG Map component of the <br />General Plan is a representation of the document's goals, policies, standards and courses <br />of action. It is also a graphic depiction of the physical relationship between the various <br />land uses. The LUPAG Map establishes the basic urban and non -urban form for areas <br />within the County. The Urban District request conforms to the General Plan Land Use <br />Pattern Allocation Guide (LUPAG) Map, which designates this area for Industrial uses. <br />The project site has historically been used for industrial purposes, and is located <br />approximately 900 feet from existing industrial uses. A "floating zone" concept <br />identified in the General Plan was also considered in making a determination that the <br />request was consistent under the current LUPAG Map. Thus, the area under <br />consideration is consistent with the urban form established for this section of South Hilo <br />District as depicted on the LUPAG Map. The project site is located in an urban -like <br />setting adequately served by transportation, utilities and other amenities. The <br />reclassification and proposed rezoning will allow the property to be used for a variety of <br />light industrial uses that may support agricultural activity along the Hamakua Coast. <br />The urban classification also conforms to the standard that the development is <br />within reasonable proximity to centers of trading and employment and to basic services <br />such as schools, police and fire protection, transportation systems and water. The subject <br />reclassification is for land located near the urban center of Hilo and thereby conforms <br />with the Land Use Commission Rules that encourages urban developments in close <br />proximity to existing developments and existing services and facilities. The subject area <br />is the site of the Hilo Coast Processing Company's base yard warehouse and office <br />building. Primary access to the site is from Hawaii Belt Road to the Pepeekeo Mill <br />Road, an existing 20 to 30 -foot wide asphalt -concrete paved roadway. <br />
