resolution of the County Council and shall comply with the requirements of Section 47-I 1, Hawaii <br /> Revised Statutes. <br /> SEC"PION 14. Authorization of Proceeds for Public Improvements. The proceeds from <br /> <br /> the issuance and sale of General Obligation Bonds of the County of Hawaii in the principal amount of <br /> $ 10,000,000 shall be used for the sole purpose of acquiring property in the County for: the preservation <br /> <br /> of coastal areas, open space, cultural and historic sites, recreation areas, and natural resources; and the <br /> provision of public access to the ocean, mountains, recreation, hunting and gathering areas. <br /> SEC"1lON I5. Repeal of Conflicts. All ordinances and resolutions, and any portions of <br /> <br /> ordinances and resolutions, heretofore enacted or adopted by the Council which are in conflict or <br /> inconsistent with any provision of this ordinance shall be and are hereby repealed to the extent of such <br /> <br /> conflict or inconsistency. <br /> SEC'T'ION 16. Severability. If any provision of this ordinance or application thereof to <br /> <br /> any person or circumstance is held invalid, such invalidity shall not affect other provisions a' <br /> <br /> applications of this ordinance which can be given effect without the invalid provision or application, and <br /> <br /> to this end, the provisions of this ordinance are declared to be severable. <br /> SECTION I Z Effective Date.
