HI 96720 <br />Dear Chairman Higa and Council Members: <br />Change of Zone Application (REZ 05-003) <br />Applicant: Yoshio Inaba, et a]. <br />Request: A -40a to FA -4a <br />Tax Map Key: 6-4-17:40 <br />The Planning Commission, after a duly held public hearing on September 30, 2005, voted to <br />recommend for your approval the proposed legislative bill to change the district classification <br />from an Agricultural 40 -acre (A -40a) to an Agricultural 5 -acre (A -5a) district for approximately <br />43.88 acres of land. The property is located on the north side of Mamalahoa Highway, adjacent <br />and west of the Hoonani Subdivision, Puukapu Homesteads, 2"d Series, Waimea, South Kohala, <br />Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the change of zone: <br />Initially, the applicants had submitted an application for a Change of Zone from <br />Agricultural 40 -acre (A -40a) to Family Agricultural 4 -acre (FA -4a). The Zoning Code <br />discourages the use of FA zoning for lands classified as prime or other agricultural lands, <br />such as these. Section 25-5-60 provides that "this district [FA] is intended to be primarily <br />composed of agricultural lands less than five acres in area, which are not classified as A <br />or B lands under the land study bureau's master productivity rating, or classified as prime, <br />unique, or other important lands. Provided, that this district may include lands so <br />classified if the lands are situated within an urban expansion area or other urban <br />designation under the general plan land use pattern allocation guide (LUPAG) map. <br />Hawaii County is an Equal Opportunity Provider and Employer <br />
