BInabaREZAd -9/14/05 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />YOSHIO INABA, ET AL <br />CHANGE OF ZONE APPLICATION (REZ 05-003) <br />YOSHIO INABA, ET AL have submitted an application for a Change of Zone from <br />Agricultural 40 -acre (A -40a) to Agricultural 5 -acre (A -5a) for approximately 43.88 acres of land. <br />The property is located on the north side of Mamalahoa Highway, adjacent to and west of the <br />Hoonani Subdivision, Puukapu Homesteads, 2nd Series, Waimea, South Kohala, Hawaii, TMK: <br />6-4-17:40. <br />APPLICANT'S REQUEST <br />1. Proposed Development: Initially, the applicants had submitted an application for a <br />Change of Zone from Agricultural 40 -acre (A -40a) to Family Agricultural 4 -acre (FA - <br />4a). The applicants have amended their original request and are now requesting a <br />Change of Zone from Agricultural 40 -acre (A -40a) to Agricultural 5 -acre (A -5a) to <br />subdivide the property into eight lots approximately five acres in size to create smaller <br />agricultural lots for family members and individuals for small scale farming or grazing. <br />The applicants have stated that "it is not practical to raise 1.5 or 24 head of cattle on a 43 - <br />acre lot. Raising cattle will require 200 to 350 acres to be practicable." <br />2. Estimated cost of project: $200,000. <br />3. Landowners: Yoshio Inaba, Alan Inaba, Gordon Inaba, Melvin Inaba and Jason Inaba. <br />(Exhibit A - Change of Zone Application) <br />STATE AND COUNTY PLANS <br />4. State Land Use Designation: Agricultural. <br />5. GP LUPAG Map: Extensive Agriculture and Important Agricultural Land. Roughly <br />the lower 2/3 of the property is designated Important Agricultural Land. <br />6. County Zoning: Agricultural 40 -acre (A -40a). <br />7. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management Area. <br />8. Special Management Area (SMA): The Special Management Area is a part of the <br />Coastal Zone Management Program and regulated by the County.
