• Provide comprehensive planning assistance in the form of zoning assessments, project <br />evaluations, (subdivision, Planned Unit Development (PUD) applications, SMA, and <br />Special Use Permit applications) neighborhood planning and policy search. <br />• Review recommendations on major Capital Improvements projects and Operating <br />Budget to ensure compliance with County plans and goals for balanced transportation. <br />• Implement on-street bike/ped facilities such as bike lanes, shared lane markings, <br />signage, bike racks and better crosswalks and signals. <br />• Serve as staff to the County of Hawaii Bicycle Pedestrian Advisory Committee with <br />active involvement and support from Public Works, Parks and Transit departments. <br />• Assist with adoption of the revised Roadway Standards. <br />• Work with both public and private sectors to obtain funding sources inside and outside <br />of County including federal, state (Congestion Mitigation and Air Quality, <br />Transportation Enhancements, Safe Routes to School, etc.) for proposed projects and <br />programs. <br />• Collect and analyze data pertinent to pedestrian and bicycle issues, such as crash data <br />and motor vehicle, pedestrian, and bicycle counts. <br />• Negotiate with property owners, developers and other agencies to include bicycle and <br />pedestrian needs in neighborhood design, street and highway development and other <br />construction projects. <br />• Develop and apply evaluation and monitoring tools to measure success of programs. <br />• Manages area of responsibility in strict accordance with applicable laws, regulations, <br />and established policy including union agreements to ensure fair and standardized <br />treatment of employees. <br />Intra/Intergovernmental Resource & Coordination <br />• Coordinate activities between County departments and outside agencies (including State <br />Department of Transportation, State Department of Health, Federal Highway <br />Administration, etc.) to ensure integration of efforts. <br />• Serve as primary bicycle/pedestrian/trailresnurce and liaison between County Planning, <br />Public Works, Transit and Parks and Recreation departments. <br />• Research and stay abreast of current state of art developments in approaches, trends, <br />innovations and regulations related to transportation demand, healthy communities and <br />pedestrian, bicycle and other alternative transportation modes. <br />DOH REF NO.
