• Provide comprehensive planning assistance in the form of zoning assessments, project evaluations, (subdivision, Planned Unit Development (PUD) applications, SMA, and Special Use Permit applications) neighborhood planning and policy search. • Review recommendations on major Capital Improvements projects and Operating Budget to ensure compliance with County plans and goals for balanced transportation. • Implement on-street bike/ped facilities such as bike lanes, shared lane markings, signage, bike racks and better crosswalks and signals. • Serve as staff to the County of Hawaii Bicycle Pedestrian Advisory Committee with active involvement and support from Public Works, Parks and Transit departments. • Assist with adoption of the revised Roadway Standards. • Work with both public and private sectors to obtain funding sources inside and outside of County including federal, state (Congestion Mitigation and Air Quality, Transportation Enhancements, Safe Routes to School, etc.) for proposed projects and programs. • Collect and analyze data pertinent to pedestrian and bicycle issues, such as crash data and motor vehicle, pedestrian, and bicycle counts. • Negotiate with property owners, developers and other agencies to include bicycle and pedestrian needs in neighborhood design, street and highway development and other construction projects. • Develop and apply evaluation and monitoring tools to measure success of programs. • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policy including union agreements to ensure fair and standardized treatment of employees. Intra/Intergovernmental Resource & Coordination • Coordinate activities between County departments and outside agencies (including State Department of Transportation, State Department of Health, Federal Highway Administration, etc.) to ensure integration of efforts. • Serve as primary bicycle/pedestrian/trailresnurce and liaison between County Planning, Public Works, Transit and Parks and Recreation departments. • Research and stay abreast of current state of art developments in approaches, trends, innovations and regulations related to transportation demand, healthy communities and pedestrian, bicycle and other alternative transportation modes.
