Kenoi, dated December 18, 2012, requesting Council’s <br />review and favorable recommendation of the above nomination. <br /> <br />Comm. 51: AUTHORIZES THE MAYOR OF THE COUNTY OF HAWAI‘I TO ENTER INTO <br />(Bill 12) AN INTERGOVERNMENTAL AGREEMENT FOR A STATE WATER <br />POLLUTION CONTROL REVOLVING FUND LOAN FOR WASTEWATER <br />PUBLIC IMPROVEMENT PROJECTS; AND AUTHORIZING THE ISSUANCE <br />OF $12,000,000 GENERAL OBLIGATION BONDS OF THE COUNTY OF <br />HAWAI‘I FOR THE PURPOSE OF FINANCING QUALIFIED WASTEWATER <br />PUBLIC IMPROVEMENTS OF THE COUNTY OF HAWAI‘I <br />From Finance Director Nancy Crawford, dated December 21, 2012. In order to serve <br />the growing population of West Hawai‘i, the Kealakehe Wastewater Treatment Plant <br />Aeration Upgrade is necessary to restore the plant’s treatment capacity to original <br />design capacity. The State Department of Health has indicated that funding through <br />the State Water Pollution Control Revolving Fund Loan Program is available for the <br />Kealakehe Wastewater Treatment Plant Aeration Upgrade and Sludge Removal <br />project. This project was previously authorized for funding through County general <br />obligation bonds under Ordinance 09-154 in the amount of $10 million. This request <br />will allow the County to take advantage of the lower interest rates provided by the <br />State Revolving Fund Loan Program, and increases the amount to reflect the current <br />cost estimate for this project. <br /> <br />Comm. 52: AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC <br />(Bill 13) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR <br />JULY 1, 2012 TO JUNE 30, 2013 <br />From Finance Director Nancy Crawford, dated December 21, 2012. Adds the Public <br />Works Kealakehe Wastewater Treatment Plant (WWTP) Aeration Upgrade and <br />Sludge Removal project for $12 million to the Capital Budget. Funds for this project <br />shall be provided from State Revolving Funds ($12 million). This project was <br />previously appropriated as a project funded by County general obligation bonds. <br />This request is to appropriate State Revolving Loan Funds for the project in order to <br />take advantage of the lower interest rates provided by this program. <br /> <br /> <br /> <br />
