The current <br />extension for green waste operations expires on December 31, 2012. A request for <br />proposals for a 10-year contract to expand these operations at both the South Hilo <br />Sanitary Landfill and West Hawai‘i Sanitary Landfill will enable adequate return on <br />investment and will provide the best opportunity for cost-effective organics diversion <br />and compost operations. Organics diversion is necessary to comply with Council <br />Resolution 826-08, which urges a prohibition on organics from the landfill by 2012. <br /> <br />Comm. 54: AUTHORIZES THE ISSUANCE OF UP TO $4,000,000 AGGREGATE <br />(Bill 14) PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS OF THE <br />COUNTY OF HAWAI‘I FOR THE PURPOSE OF FUNDING ALL OR A <br />PORTION OF THE COSTS OF A LANDFILL GAS COLLECTION AND <br />CONTROL SYSTEM FOR THE COUNTY’S WEST HAWAI‘I SANITARY <br />LANDFILL AT PU‘UANAHULU; FIXING THE FORM, DENOMINATIONS, <br />AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR <br />THEIR SALE TO THE PUBLIC; AND AUTHORIZING THE TAKING OF <br />OTHER ACTIONS RELATING TO THE ISSUANCE AND SALE OF THE <br />BONDS <br />From Finance Director Nancy Crawford, dated December 21, 2012. The <br />County-owned West Hawai‘i Sanitary Landfill (WHSL) at Pu‘uanahulu is a lined <br />landfill whose construction was initially begun in 1993. In March 2011, this site <br />became subject to compliance with Federal Regulations. This is the first phase of a <br />Gas Collection and Control System (GCCS) that will allow for landfill gas to be <br />captured and burned in a landfill gas flare, rather than being emitted to the <br />atmosphere. Installation of the GCCS is required by December 17, 2013. <br /> <br />;and <br /> (Bill 15) AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC <br />IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR <br />JULY 1, 2012 TO JUNE 30, 2013 <br />From Finance Director Nancy Crawford, dated December 21, 2012. Adds the Public <br />Works, Gas Collection and Control System (GCCS) - Pu‘uanahulu Landfill project <br />for $4 million to the Capital Budget. Funds for this project shall be provided from <br />General Obligation Bonds, Capital Projects Fund - Fund Balance and/or other <br />Sources ($4 million). <br /> <br /> <br />
