(3) Subsection C102.1 of the International Energy Conservation Code is amended to read <br /> as follows: <br /> "C102.1 General. This code is not intended to prevent the use of any material, <br /> method of construction, design or insulating system not specifically prescribed herein, <br /> provided that such construction, design or insulating system has been approved by the <br /> code official as meeting the intent of this code. <br /> The code official may allow alternative energy conservation standards for <br /> nonstandard building;materials, unique or limitations of design, special methods of <br /> construction, and geographical location. The code official may require construction <br /> plans, research reports, and tests prepared by a registered design professional in order <br /> to determine whether to allow such lower standards." <br /> (4) Subsection C 103.1 of the International Energy Conservation Code is amended to read <br /> as follows: <br /> "C103.1 General. The construction documents shall be prepared designed, <br /> approved, and observed by a duly registered licensed professional as required by <br /> chapter 464, Hawaii Revised Statutes and in accordance with the provisions of <br /> chapter S, Hawaii County Code. The licensed professional shall certify via a signed <br /> statement on the plans, that the project complies with this code. <br /> Exception: Any building work that is not required to be prepared, designed <br /> approved, or observed by a licensed professional architect or engineer pursuant to <br /> chapter 464, Hawaii Revised Statutes, shall be certified by the owner." <br /> (S) Subsections 0103.3.2 and C103.3.3 of the International Energy Conservation Code <br /> are deleted in their entirety. <br /> "[C103.3.2 <br /> permit <br /> 4 <br />
