The director of the department of public works of the County <br /> of Hawaii,the director's authorized representative, or other designated authority <br /> charged with the administration and enforcement of this code." <br /> "COOL ROOF. A cool roof is a roofing system that can deliver high solar <br /> reflectance, and high thermal emittance as specified in table C402.3." <br /> "HABITABLE SPACE.
