This bill would repeal <br /> article XI in its entirety and replace it with new language. <br /> <br /> The proposed new article XI includes the following changes to existing provisions in the Charter: <br /> 1. Adds a new section entitled "Initiative and Referendum Process." This section describes an <br /> amended version of the initiative and referendum process that incorporates in part, provisions <br /> relating to submission requirements, procedures after filing initiative or referendum petitions, <br /> and council actions on petitions. Sections 11-2, 11-5, and 11-6, that address these steps of the <br /> process in the present language of the charter, are deleted in this proposed revision. <br /> <br /> 2. Adds a new definitions section. <br /> 3. Amends section 11-3 by adding provisioms that establish a committee chair. <br /> 4. Amends section 11-4, relating to the form and sufficiency of initiative and referendum petitions. <br /> <br /> 5. Amends section 11-8, relating to the election results. <br /> 6.
