The applicant has stated that <br />the proposed area will be allotted one unit of water from the County. Police services are <br />available from the County's Police Station in Hilo. Fire and emergency services are <br />available from the Central and Kaumana stations in Hilo. Electricity and telephone <br />services are or will be made available to the project site. <br />Urban Districts shall include lands characterized by "city -like" concentrations of <br />people, structures, streets, urban level of services and other related land uses. <br />Surrounding properties are vacant or in residential uses. There is another industrial area <br />(Pepeekeo Power Plant site) located approximately 900 feet makai of the property. The <br />Kulaimano Homesteads is located south of the subject area and zoned A -5a. There are <br />properties zoned RS -10 to the west of the subject area. <br />The property has no severe geological or topographical problems which cannot be <br />properly rectified or which would render the land unusable. The U.S. Federal Emergency <br />Management Agency Flood Insurance Rate Map (FIRM) designates the property as Zone <br />"X", areas outside of the 500 -year flood plain. Any improvements to the property must <br />comply with Chapter 27 of the County Code relating to Flood Hazard Control. The <br />project site slopes slightly to the east. Thus, the reclassification meets the standard which <br />states that the lands included within the urban district "... shall be those with satisfactory <br />topography and drainage and reasonably free from the danger of floods, tsunami and <br />unstable soil conditions and other adverse environmental effects." <br />While the project site is situated within the State Land Use Agricultural and <br />County's Agricultural (A -20a) zoned district, it is not currently being used for active <br />agricultural purposes. The State of Hawai`i's Agricultural Lands of Importance to the <br />State of Hawaii (ALISH) Map identifies the property as Prime Agricultural Land. <br />However, this portion of the property has not been used for agricultural purposes, as a <br />warehouse and office building is located on the site. The Land Use Study Bureau's <br />Overall Master Productivity Rating for the soils in the area is "C" or "Fair". Surrounding <br />lands in the immediate vicinity of the subject site are designated Agricultural and Urban. <br />The properties are not among those listed as historic properties in the Hawaii <br />State Register of Historic Places, has not been determined to be eligible for inclusion in <br />the National Register of Historic Places, and is not profiled as a significant cultural and/or <br />historic site in the General Plan. On April 23, 2003, Paul H. Rosendahl, Ph.D., hic. <br />requested a "no effect" determination from the State Department of Land and Natural <br />Resources Historic Preservation Division for the subject properties. By memo dated <br />September 9, 2003, the State Department of Land and Natural Resources Historic <br />Preservation Division indicated that they believe "there are no historic properties present <br />
