The properties are located on the western side of Laukapu Street <br /> between Lanikaula Street and Leilani Street, Waiakea House Lots, Waiakea, South Hilo, Hawaii. <br /> <br /> Initially, the request also included the Aburamen property identified by TMK: 2-2-36:60. <br /> However, since the current General Plan Use Pattern Allocation Guide (LUPAG) designates the <br /> Aburamen property as Industrial, that property was withdrawn from the request. A motion was <br /> made to send an unfavorable recommendation to the County Council. There were four votes in <br /> favor of the motion and three against. Therefore, the motion did not pass. No other motions <br /> were made. <br /> <br /> The four to three vote constitutes a "no action" by the Planning Commission because of the lack <br /> of the five affirmative votes required by Hawaii County Charter, Section 13-4(I). Under Section <br /> 25-2-42(d)(3) and Planning Commission Rules 11-3(b)(2), the Planning Commission's non- <br /> action constitutes an unfavorable recommendation. The application is being forwarded to you <br /> with this unfavorable recommendation, along with a copy of the hearing transcripts. <br /> <br /> The Planning Director's favorable recommendation, along with a draft bill and proposed <br /> conditions are also attached for your consideration. <br /> <br /> Hawaii County is an Equal Opportunity Provider and Employer <br />
