[(48)] "Manufactured home" means a structure, transportable in one or more
sections, which is built on a permanent chassis and is designed for use with or

without a permanent foundation when attached to the required utilities. The term
"manufactured home" includes a "mobile home" but does not include a
"recreational vehicle."
[(4~-)] "Manufactured home park or subdivision" means a parcel (or contiguous
parcels) of land divided into two or more manufactured home lots for rent or sale.
[(4-2)] "Market value." For the purposes of determining substantial improvement,
market value pertains only to the structure in question. It does not pertain to the
land, landscaping, or detached accessory structures on the property. For
determining substantial improvement, the value of the land must always be
subtracted. Acceptable estimates of market value can be obtained from the
following sources:
(A) Independent appraisals by a professional appraiser[.-] licensed by
the State.
[/r]\ Tln4na n.t nn4r.«n4nn nF 4t.n n4v..nh..«n~n nn4.. nt rnn), .mt..o /..not n
nl.in n.,l.n4:4..4n F « ...n«1~n4 .,n l..n 1,nnn,l n.. 41.n ..«nf «n..nn ..F 41.n
~T
(C-j] ~ Property appraisals used for tax assessment purposes[.-] by the
County department of finance, real property tax office.
~ The value of buildings taken from National Flood Insurance
Program claims data[/~~°na n nn«°°~~~~ This value shall
be used as a screening tool to identify those structures where the
substantial improvement ratio is less than forty percent or Qreater
than sixtypercent.
[/c\ n..nl:F:n,t nn4:...n4nn t.nnn,t .,,t ..«,.c nn:,..,nt :..a,.o.,,o.,..,,nao
con FF ..C 4t.u t„nnl >,..:I,t:..n an..n«4... n..4 Innnl « e4n.n 4n.,
.~FF...o A n A: nn4nA nl.n..n n«Ln4 .,n L.n un4: n4nn
nl,....l.l ..r, t., l.n nn,t n n 4,.,.in 4n :,t n..4: F., 41.,.nn n4«„n4..«nn
..,t. n«n 41.n n..l.n4n., 4: n1 u.n4 «nr:..n n ..L...:......1., loner rhn....
nn4n« 41. n., C.R.. n..4 Innn 41.n« f «4.. n«4 nn4n«
41. n.. .,4., n«4\ L'..« n4«..r4..«nn 4Y.n4 f 11 l.or..,oo., rY.o F .-r.,
p2rE2nt and S{3Et;~erE2t3t range, o n«Lo4 ,nl..o
[(43j] "Mean sea level" means, for purposes of the National Flood Insurance
Program, the National Geodetic Vertical Datum of 1929 or other datum, to which
base flood elevations shown on a community's Flood Insurance Rate Map are
referenced.
[(44)] "Minimum necessary" related to article 5, variances, of this chapter means
the minimum necessary to afford relief to the applicant of a variance with a
minimum deviation from the requirements of this chapter.
