Hawaii County Council-4 Page 4 January 23, 2009 <br />Res. 29-09 Requests the Legislature of the State of Hawaii to Enact a Bill to Establish a Pilot <br />(Draft 2): Program for Vote by Mail (VBM) for All Federal, State, and County Primary, <br />General, and Special Elections in the County of Hawaii, and to Make an <br />Appropriation for This Pilot Program. (Attaches the following: "Exhibit A-1" a <br />proposed bill for a Hawaii County VBM Pilot Program; "Exhibit B" absentee <br />ballot statistics; and "Exhibit C" Oregon State's current "Vote by Mail Procedures <br />Manual".
