Arakaki, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Arakaki and Members: <br />Change of Zone Application (REZ 03-023) <br />Applicant: Western United Life Assurance Company <br />Request: A -la, CN -40, RS -7.5, RS -10, Open to Project District <br />Tax Map Key: 2-3-44:19, 2-3-49:53, 2-3-37:1 <br />20L4 FEB 25 nn 7 57 <br />C <br />The Planning Commission, after a duly held public hearing on February 6, 2004, voted to <br />recommend for your approval the proposed legislative bill to change the district classification for <br />approximately 171.504 acres of land from the Agricultural 1 -acre (A-Ia), Neighborhood <br />Commercial — 40,000 square foot (CN -40), Single Family Residential — 7,500 square foot and <br />10,000 square foot (RS -7.5 and RS -10) and Open (0) to Project District (PD). The property is <br />located on the west (mauka) side of the Komohana Street — Ponahawai Street intersection and <br />makai of the Mohouli Street Extension, Ponahawai, South Hilo, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the change of zone: <br />The Project District (PD) is intended to provide for a flexible and creative <br />planning approach rather than specific land use designations. It will also allow for <br />flexibility over time in the location of specific uses and mixes of structural alternatives. <br />The planning approach would establish continuity in land uses and designs while <br />providing for a comprehensive network of infrastructure facilities and systems. A variety <br />of uses as well as open space, parks, and other project uses are intended to be in accord <br />with each individual Project District objective. A Project District is an amendment to <br />Chapter 25, Zoning Code, which changes the district boundaries in accordance with the <br />individual Project District. <br />
