Arakaki, Chairman <br />and Members of the County Council <br />Page 2 <br />A Project District may be established whenever the public necessity and <br />convenience and the general welfare require that a comprehensive planning approach for <br />an area should be adopted. In addition, a Project District may only be established if the <br />proposed district: <br />(1) Is consistent with the intent and purpose of the Chapter 25 (Zoning Code), <br />Hawaii County Code and the County General Plan; and <br />(2) Will not result in a substantial adverse impact upon the surrounding area, <br />community or region. <br />The Change of Zone request from Agricultural 1 -acre (A -1a), Neighborhood <br />Commercial - 40,000 square foot (CN -40), Single -Family Residential 7,500 square foot <br />(RS -7.5), Single -Family Residential 10,000 square foot (RS -10), and Open (0) to Project <br />District (PD) is consistent with the intent and purpose of the General Plan and the Zoning <br />Code. The requested change of zone to a Project District would conform to the General <br />Plan Land Use Pattern Allocation Guide (LUPAG) Map, which designates the property as <br />an Urban Expansion Area (UEA) and Medium Density Urban. The UEA land use <br />designation allows for a mix of high density, medium density, low density, industrial <br />and/or open designations in areas where new settlements may be desirable, but where the <br />specific settlement pattern and mix of uses have not yet been determined. The Medium <br />Density Urban designation allows for village and neighborhood commercial and higher <br />density residential uses. The purpose of the requested change of zone to a Project District <br />is to provide a mix of land uses ranging from single-family and multi -family residential <br />units, transient accommodation units, office and retail commercial uses, and open space <br />and recreational areas. The proposal is to provide up to 600 single-family and multi- <br />family residential units, up to 150 transient accommodation units, and approximately <br />350,000 square feet of retail/office commercial space. Open space and active recreational <br />uses will be located at the southeastern side of the Alenaio Stream drainageway. The <br />proposal is to improve the banks of the drainageway for use as a linear park with bicycle <br />and pedestrian walkways. <br />According to the applicant, the objective of the project is to develop an urban <br />residential community that is self-sustaining, pedestrian -friendly, and in harmony with the <br />natural environment. The development will include a mix of uses, including residential <br />uses of varying densities and structure types and commercial areas in proximity to the <br />residents. This proposed project, to be called "University Terrace," will be a mixed-use <br />
