Arakaki, Chairman <br />and Members of the County Council <br />Page 3 <br />community incorporating design concepts intended to promote a more livable and <br />pedestrian friendly community. <br />The proposed Project District, which will be designed to provide a mixture of land uses, <br />will therefore be consistent with the General Plan land use pattern for this section of the <br />City of Hilo as well as applicable goals, policies and standards of the General Plan. <br />The Zoning Code is one of the tools to implement the General Plan and is one of <br />the County's primary land use control mechanisms. The Zoning Code sets out the various <br />types of uses allowed by providing for certain zoning districts. In this particular case, the <br />applicant proposes to establish a Project District to provide flexibility in the location of <br />these land uses without identifying where these uses would be specifically located on the <br />property at this early stage of development. This method or concept of identifying <br />varying land use designations would be consistent with the intent of establishing a Project <br />District. <br />This proposed development is consistent with the Economic Element of the <br />General Plan in that the proposed development will provide additional and expanded <br />employment opportunities for the residents of the area as well as the entire island. The <br />employment opportunities from the proposed development as a result of this zoning <br />request will generate both short-term (construction) and long-term (operational) <br />employment. The proposed project would provide opportunities to increase the activity <br />of secondary industries, thereby increasing job opportunities for the island's residents. <br />Further, the magnitude of this project will directly benefit the residents of this County as <br />the real property tax base will substantially increase. It will provide residents with <br />opportunities to improve their quality of life. <br />The applicant intends to provide a mix of single-family and multi -family <br />residential units. Up to 600 single-family and multi -family residential units will be added <br />to the housing market for the Hilo area. The addition of these units will provide an <br />opportunity for residents to live close to services, facilities, and places of employment <br />within the region. The applicant will also be required to comply with the County's <br />Affordable Housing Policy (Chapter 11, Article 1, Hawaii County Code). The request <br />would, therefore, implement the Housing goals of the General Plan by maintaining a <br />housing supply which allows a variety of choices, and to attain a diversity of socio- <br />economic housing mix throughout the different parts of the County. <br />
