Arakaki, Chairman <br /> and Members of the County Council <br /> Page 4 <br /> * Seek sufficient production of new affordable rental and fee-simple housing in <br /> the County in a variety of sizes to satisfactorily accommodate the needs and <br /> desires of families and individuals. <br /> * Ensure that housing is available to all persons regardless of age, sex, marital <br /> status, ethnic background and income. <br /> The proposed use would also conform to the following goals and policies of the <br /> Economic Element: <br /> * Provide residents with opportunities to improve their quality of life. <br /> * Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> * The County of Hawaii shall strive for diversification of its economy by <br /> strengthening existing industries and attracting new endeavors. <br /> The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br /> General Plan is a representation of the document's goals and policies to guide the <br /> coordinated growth and development of the County. It reflects a graphic depiction of <br /> the physical relationship among the various land uses. The requested zone change from <br /> Unplanned/Agricultural (A-Sa) to Single Family Residential (RS-10), Multiple Family <br /> Residential (RM-2, RM3.5, RM-5.5) and Open zoned districts conform to the LUPAG <br /> Map, which designates the property as Urban Expansion Area. Urban Expansion Area <br /> allows for a mix of high density, medium density, low density, industrial and/or open <br /> designations in areas where new settlements may be desirable, but where the specific <br /> settlement pattern and mix of uses have not yet been determined. Within areas <br /> designated for development as resorts, portions of the resort area may be included in <br /> the urban expansion area. Therefore, this proposed single family residential and <br /> multiple family residential development will provide the framework of a concentration <br /> of urban activities occurring in an orderly manner commensurate with the provision of <br /> necessary infrastructure. Therefore, it is determined that the request is consistent with <br /> the urban form depicted on the LUPAG Map for this area of North Kona. In addition, <br /> the Kona Regional Plan Land Use Concept Map designates this area for residential <br /> expansion. <br /> The applicant intends to develop a single family residential and multiple family <br /> residential subdivision. Access to the property will be provided by two entryways off <br /> of Kamehameha III Road. The primary mauka access is planned at the Kamehameha <br /> <br />
