A secondary mauka access off Kamehameha III <br /> Road is proposed approximately 450 feet mauka of the makai boundary. In addition, <br /> two additional points of access onto the proposed Alii Highway will be provided in the <br /> later phases of the development. The proposed Alii Highway will traverse along the <br /> makai boundary of the project site. Conditions of approval will require the applicant to <br /> construct the following improvements: construction of the Alii Highway, right turn <br /> lanes from Kuakini Highway and Alii Drive onto Kamehameha III Road, and left turn <br /> lanes from Kamehameha III Road into the subdivision. These improvements will be <br /> provided prior to final subdivision approval of any lot. The roadways will be open to <br /> public traffic. <br /> The development of the property will add [o the inventory of existing residential <br /> and multiple family residential zoned lands in the West Hawaii region. The proposed <br /> development is located within close proximity to all necessary urban services and <br /> facilities, and will serve to complete the urban core for that area of Kailua-Kona. The <br /> applicant will also complete its proposed project in compliance with all of the codes <br /> and standards referenced above. Therefore, the proposed rezoning and development <br /> will complement the land usage within the community and neighborhood i[ is proposed <br /> to be located in. <br /> Several wells were developed in the area indicate a substantial potable water <br /> resource capable of meeting the projected demands for future development in the <br /> Keauhou vicinity. In 1990, the applicant developed a well above Keauhou at the 1,620 <br /> foot elevation. This well was tested and showed a capacity of approximately two <br /> million gallons per day. In 1992 and 1993, two additional wells were developed and <br /> tested south and north of the first well, and were shown to have a similar potential <br /> capacity. The Department of Water Supply has stated that should these well sources <br /> prove to be adequate, the applicant will be required to provide transmission and <br /> distribution waterlines, and storage reservoirs to connect to the Department of Water <br /> Supply's existing water system. The proposed project abides by the above-stated <br /> County policy encouraging "the clustering of developments in order to reduce the cost <br /> of providing utilities. The wastewater from the project will be disposed of into the <br /> privately owned, Heeia Waste Water Treatment Plant (HWWTP). Wastewater disposal <br /> system will meet with requirements of the Department of Health and/or the Department <br /> of Public Works. Additionally, the applicant will abide by all applicable State and <br /> County air quality and noise level control standards during the pre-construction and <br /> construction phases of the project. Therefore, the proposed single family residential <br /> and multiple family residential development will be developed in an area that is or can <br /> be adequately served by water, utilities, sewers and transportation systems. <br /> <br />
