A breakaway wall shall have a safe
design loading resistance of not less than ten and no more than twenty pounds per square
foot. Use of breakaway walls must be certified by a [registered] licensed structural
engineer or architect and shall meet the following conditions: (A) breakaway wall
collapse shall result from a water load less than that which would occur during the base
flood; and (B) the elevated portion of the building shall not incur any structural damage
due to the effects of wind and water loads acting simultaneously in the event of the base
flood.
"Coastal high hazard area" -See "Zone V" and "Zone VE."
"Critical facilities" means:
(1) Structures or facilities thatproduce, use, or store highly volatile,
flammable, explosive, toxic and/or water-reactive materials;
(2) Hospitals nursing homes and housing likely to have occupants who may
not be sufficiently mobile to avoid iniurv or death during a flood;
~3) Police stations, fire stations, vehicle and equipment storage facilities, and
emergency operations centers that are needed for flood response activities
before, during and after a flood; and
(4) Public and private utility facilities that are vital to maintaining or restoring
normal services to flooded areas before, during and after a flood.
{(~8)] "Critical feature" means an integral and readily identifiable part of a flood
protection system, without which the flood protection provided by the entire system
would be compromised.
. ~ ....z ,Fa ~9 „
[f~]
ca . . ;~~x.. ~ . pmen`~.ormatenals:
"Drainage facility" -See "Watercourse."
6
