Stacy Higa, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 4 <br /> According to the Department of Public Works, the Kailua Village Master Plan <br /> provides for a street connection (identified as the "Village Bypass") from Alii Drive to <br /> Kuakini Highway and Queen Kaahumanu Highway by an extension of Nani Kailua <br /> Drive. The southern portion of the property has been identified as a preferred location for <br /> the alignment of the Village Bypass. The Department of Public Works recommends that <br /> the applicant reserve and upon request by the Department of Public Works, provide the <br /> right-of--entry, slope easements and the proposed right-of--way at no cost to the County to <br /> allow for construction of the proposed Village Bypass. Vehicular access to the future <br /> Village Bypass maybe restricted to right-in and right-out movements at the discretion of <br /> the DPW by the inclusion of a center median divider in the County street. <br /> According to the Department of Water Supply, 73 units of water are required for <br /> the proposed development. Through participation in a previous waterline improvement <br /> project, the previous owners of the property secured a water commitment for 48 units of <br /> water. With additional waterline improvements along Alii Drive, water can be made <br /> available for the project. The Department of Water Supply requires the construction of <br /> the following improvements, should the change of zone request be approved: <br /> • extend the existing 12-inch water main approximately 1,200 feet to front the <br /> subject parcel; <br /> • install a service lateral to accommodate an appropriately sized meter to the <br /> development; and <br /> • submit installation plans prepared by a professional engineer, registered in the <br /> State of Hawaii, for review and approval. <br /> A condition will be included to require the applicant to construct the necessary <br /> improvements for the additional units of water. <br /> Essential utilities are available to the site. The Kealakehe Police Station is located <br /> about four miles from the project site, and fire protection is available from the Kailua- <br /> Kona Fire Station located approximately one mile from the site. The Kona Hospital is <br /> located in Kealakekua, approximately eleven miles from the property. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statutes, relating to <br /> Coastal Zone Management Area. The property is situated within the Special <br /> Management Area, mauka of Alii Drive and therefore, will not be impacted by coastal <br /> hazard and beach erosion.
