Section 27-3. Purpose. <br /> It is the purpose of this chapter to promote the public health, safety, and general welfare, <br /> and to minimize public and private losses due to flood conditions in specific areas by <br /> <br /> provisions designed: <br /> (a) To protect human life and health while minimizine property dama eg throu lgh the <br /> <br /> pursuit of solutions which are cost effective; <br /> (b) To minimize expenditure of public money for costly flood control projects; <br /> (c) To minimize the need for rescue and relief efforts associated with flooding and <br /> generally undertaken at the expense of the general public; <br /> (d) To minimize prolonged business interruptions; <br /> (e) To minimize damage to public facilities and utilities such as water and gas mains, <br /> electric, telephone and sewer lines, streets and bridges located in areas of special flood <br /> hazard; <br /> (f) To help maintain a stable tax base by providing for the sound use and development of <br /> areas of special flood hazard [se-as] to minimize future flood blight areas; <br /> (g) To assist in notifying potential buyers that property is in an area of special flood <br /> hazard; and <br /> (h) To ensure that those who occupy areas of special flood hazazd assume responsibility <br /> for their actions. <br /> (i) To use current best mans eg mentpractices for the infiltration approach to storm water <br /> management; to imitate and preserve the natural hydrologic cycle; to move storm water <br /> slowly to reduce the speed, volume, and pollutant load over permeable surfaces (soil, <br /> lava, erasslands, shallow retention basins, soil depressions, and forests), to allow the <br /> storm water to percolate into the ground where the rainfall orieinally occurs. <br /> (il To use floodplain management as an island-wide component of resource mana ement <br /> with the objectives of improved water quality, erosion control, floodwater management, <br /> endangered species and habitat conservation and enhancement. <br /> {k) To increase the minimum standard for floodwater control. <br /> (1) To comply with Section 5, "Flooding and Other Natural Hazards," of the County of <br /> Hawaii General Plan. <br /> (m) To create and maintain an inte¢rated electronic database of records, <br /> includin¢ but not limited to, GIS maps, tax mad keys, permits and other <br /> development reviews, watershed maps, floodplains, FEMA floodplain elevation <br /> 2 <br /> <br />
