"(5) It is proposed that the existing private water system be maintained as it is <br /> entirely suitable and adequate for the needs of the existing orchard. This <br /> system provides water to the existing residence and irrigates the entire orchard. <br /> It is connected to six existing County water meters installed along Napo'opo'o <br /> Road and serves the subject property via a waterline easement as shown on the <br /> Master Conceptual Plan. At the time of subdivision, a seventh meter would be <br /> installed and one meter assigned to each of the lots. Any changes to this <br /> existing private water system, including changes required for the construction of <br /> future farm dwellings would be the responsibility of lot owners. <br /> "(6) In order to preserve the rural chazacter of the azea, it is proposed that no street <br /> lighzs be installed within the Project Area. The existing street light (outside of <br /> the Project Area) at the intersection of the existing private road and Napo'opo'o <br /> Road would be maintained." <br /> <br /> 4. Objectives: "The Project Area is presently developed as a tropical fruit orchard. The <br /> main crops aze lychee, rambutan and avocado. The objective of the request for an <br /> Agricultural Project District is to allow the diversification of ownership in the Project <br /> Area, and stewardship of the land, which will result in the substantial preservation of <br /> the orchard. High outside labor and management costs make it uneconomical to <br /> continue to operate the orchard in izs present form. Smaller orchard lots, that are <br /> manageable as family operations, can contain these coszs, while preserving the <br /> agricultural chazacter of the area. The proposed Agricultural Project District will <br /> provide a planned agricultural community that maintains the existing agricultural uses <br /> and the integrity of the rural South Koaa area, while providing opportunities for <br /> residential use associated with the agricultural activities." <br /> 5.
