26. Visual Impacts/Open Space: The property is located 800 feet makai of the <br /> Napo'opo'o Road. Because of the distance, downhill slope and extensive orchard and <br /> windbreak plantings, no residential dwelling is likely to be visible from Napo'opo'o <br /> Road or any other except for Ka'awaloa Road. Ka'awaloa Road is an unimproved dirt <br /> road accessible primarily by foot and horseback and is used to visit the area around the <br /> Captain Cook Monument. The scenic coastal resources will not be impacted by the <br /> development as the project is 3,000 feet from the coast. The potential for retaining the <br /> regional vistas still exist. <br /> PL1Ri,iC FACILITIES AND SERVICES <br /> 27. Access: Access to the Agricultural Project District site will be via a private 50.foot <br /> wide access easement which will extend approximately 1,000 feet from Napo'opo'o <br /> Road. Napo'opo'o Road is a County road which has a 50 foot right-of--way with <br /> approximately 18 feet of pavement. According to the applicant, the access easement <br /> was a part of the conveyance from Christopher Norrie to the applicant. The existing <br /> access is a 16-foot pavement within a 20-foot wide graded right-of--way, and a IS-foot <br /> wide ungraded road reserve on each side of the roadway. The access roadway and <br /> easement is proposed to extend further makai within the property in order to provide <br /> access to the proposed lots. <br /> <br /> 28. Water: The existing orchard on the property is presently serviced with water from the <br /> County's existing 8-inch waterline along the Napo'opo'o Road. Six (6) existing <br /> 5/8-inch water meters located along Napo'opo'o Road provide water to the project <br /> area, and private water lines extend from these water meters to service the orchard. A <br /> seventh water meter will also be available to service the project. <br /> 29. Wastewater: Wastewater will be accommodated by individual septic systems, meeting <br /> with the requirements and approval of the Department of Health. <br /> 30. Utilities: Electrical and telephone services will be made available to the property. <br /> 31. Protective Services: Fire and Police protection services are provided from the Captain <br /> Cook stations, which aze located less than a mile to the project azea. <br /> -8- <br /> <br />
