Angel Pilago, dated November 18, 2011, transmitting for Council’s <br />consideration and approval, ten proposed Bills for an Act and four proposed resolutions, <br />which were approved by the HSAC Executive Committee on October 28 and November 3, <br />2011. The proposals relate to the following: Traffic infractions, housing, food labeling, <br />agricultural produce branding and country or region of origin labeling, gallonage tax on <br />liquor, Employees’ Retirement System, Employer-Union Health Benefits Trust Fund, <br />adult residential care homes, collective bargaining, liability, reimbursement of costs <br />relating to the Asia Pacific Economic Cooperation (APEC) leaders meeting, visa <br />restrictions for the People’s Republic of China, funding for activities mandated to counties <br />by the State of Hawai‘i, and the Transient Accommodations Tax (TAT). <br /> <br /> Waived: GRC <br /> <br />Comm. 481: RESOLUTIONS FROM THE HAWAI‘I STATE ASSOCIATION OF COUNTIES <br />(HSAC) FOR INTRODUCTION TO THE STATE HOUSE AND SENATE FOR THE <br />2012 LEGISLATIVE SESSION <br />From Vice-Chair K. Angel Pilago, dated November 18, 2011, transmitting for Council’s <br />consideration and approval two proposed resolutions which were approved by the HSAC <br />Executive Committee on October 28 and November 3, 2011. The proposals relate to the <br />following: Requests the State Legislature to adopt House Bill 1521 relating to E-waste <br />recycling, and requests the Hawai‘i State Department of Health to amend rules relating to <br />connecting to public or private sewer systems. <br /> <br /> Waived: GRC <br /> <br />Comm. 489: UPDATE OF THE 2012 HOME INVESTMENT PROGRAM <br />From Council Member Pete Hoffmann, dated November 22, 2011, requesting that the <br />Office of Housing and Community Development Administrator, Stephen J.
