Fax (808) 326-5663 <br /> <br /> October 7, 2004 <br /> <br /> <br /> The Honorable James Arakaki, Chairman, <br /> and Members of the Hawaii County Council <br /> County of Hawaii <br /> Hilo, Hawaii 96720 <br /> <br /> Dear Chairman Arakaki and Members of the County Council: <br /> <br /> SUBJECT: GENERAL FUND FUND BALANCE <br /> Pursuant to Section 10-8 of the Hawaii County Charter relating to supplemental appropriations, I <br /> am taking this means to certify that there is an excess balance of $6,697,734.37 in the General <br /> Fund fund balance as of June 30, 2004. <br /> <br /> There are several immediate needs that we are proposing to fund with a portion of this amount, <br /> and we have enclosed a bill for an ordinance amending the Operating Budget by increasing the <br /> General Fund's Fund Balance of the Previous Year account by $3,217,488 and then appropriating <br /> it to various General Fund expenditure accounts and the Transfer to Capital Projects Fund <br /> account. <br /> These immediate needs are: <br /> <br /> Self Insurance Fund $2,500,000 <br /> Parks & Recreation Repair and Maintenance 600,000 <br /> Honoka a Sewer System 80,000 <br /> Research & Development Deputy Director 37,488 <br /> $3,217,488 <br /> <br /> Self Insurance Fund <br /> Funds are necessary to cover approved and anticipated settlements and to provide a reserve for <br /> future claims. <br /> Parks & Recreation Repair and Maintenance <br /> The department needs $100,000 to replace up to ten life guard towers, four of which have already <br /> been removed because they were unsafe. The additional $500,000 will be used to make major <br /> repairs to Laupahoehoe gym, Pauuilo gym, Laaloa Beach Park and other park facilities. ' I <br /> <br /> ~07 Comm. No. 07 <br /> Ref.
