Imposes a 10% penalty on accounts <br /> past due instead of 60 or more days overdue. Imposes a 1% interest rate per <br /> month on outstanding balances past due. Clarifies the process by which <br /> property owner will be billed unless another individual is designated. Further <br /> states property owner and designated person are jointly and severally liable for <br /> sewer service charge.
