Hawaii County Council-3 Page 3 January 7, 2009 Res. 29-09: Requests the Legislature of the State of Hawaii to Enact a Bill to Establish a Pilot Program for Vote by Mail (VBM) for All Federal, State, and County Primary, General, and Special Elections in the County of Hawaii, and to Make an Appropriation for This Pilot Program. (Attaches the following: "Exhibit A" a proposed bill for a Hawaii County VBM Pilot Program; "Exhibit B" absentee ballot statistics; and "Exhibit C" Oregon State's current "Vote by Mail Procedures Manual".
