<br />Hawaii Emergency Alert System. {Authorizes the Mayor to enter into and execute
<br />on behalf of the County the Memorandum of Agreement (Exhibit B) relating to the
<br />access, installation and maintenance of the Hawaii State Emergency Outdoor Siren
<br />Warning System; and authorizes the Director of Finance to grant licenses for access,
