<br />Bill 140: AMENDS ORDINANCE NO. 11-40, SECTION 2, AUTHORIZATION OF BONDS, OF
<br />THE COUNTY OF HAWAI‘I, PERTAINING TO THE ISSUANCE OF GENERAL
<br />OBLIGATION BONDS FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF
<br />THE COSTS OF PUBLIC IMPROVEMENT PROJECTS AUTHORIZED
<br />Aggregate principal amount not to exceed $56,000,000 for the purpose of funding all or a
<br />portion of the costs (including costs of issuance of the Bonds) of public improvement
<br />projects authorized and set forth as follows: Kawaihae Housing Closure ($1,600,000),
<br />Kaloko Housing Project ($2,300,000), Pool Drainage Covers ($500,000), Puna Park –
<br />New Park Development ($5,500,000), Kīkala-Kēōkea New Park Development
<br />($100,000), North Kohala Recreational Facilities Repair and Upgrade ($2,000,000),
<br />Banyan Beach Parking Lot ($300,000), Kapi‘olani Street Extension [$8,700,000]
<br />($5,600,000), Puna Makai Alternate Roadway (PMAR) ($500,000), La‘aloa Extension
<br />($20,000,000), Energy Efficiency Upgrades (DPW) ($4,000,000), Hawaiian Ocean View
<br />Estates Solid Waste Transfer and Recycling Station ($3,000,000), [Kalaniana‘ole
<br />Interceptor Sewer Rehabilitation Phase 2 [$6,900,000] ($0), Waimea Recycle and
<br />Transfer Station Garage ($100,000), Repairs and Improvements to Facilities (Parks &
<br />Recreation Dept.) ($3,831,000), Removal & Replacement of Hazardous Facilities
<br />($624,000), Yano Hall Roof Repair ($500,000), Herbert Shipman Park Lighting
<br />Improvements ($750,000), Paniolo Street Extension ($1,000,000), La‘aloa/Magic Sands
<br />Beach Park Improvements ($529,000), Mo‘oheau Bandstand & Related Park
<br />Improvements ($100,000), Kaipalaoa Landing Park Amenities & Improvements
<br />($456,000), Kalakaua Park Revitalization Improvements ($100,000), Downtown Hilo
<br />Public Restrooms ($100,000), Wailuku River Park & Trail ($100,000), Honomū Gym
<br />Repairs ($200,000), Honoka‘a Sports Complex Roof Repairs ($300,000), Banyan’s
<br />Beach Park ($750,000), Waiākea Recreation Center Roof Repairs ($200,000), Honoka‘a
<br />Park Playground Equipment Upgrade & Improvements ($300,000), Honoka‘a Park
<br />Lighting ($160,000), Bond Issuance Costs ($500,000), for a total of $56,000,000.
<br />Authorizes the redirection of $10,000,000 towards the repair and maintenance of various
<br />projects of the Parks and Recreation Department.

<br />The Windward Planning Commission forwards a favorable recommendation to the
<br />Planning Director’s request for amendments to the Puna Community Development Plan
<br />relating to non-substantive language, spelling, and formatting of certain sections of the
<br />Puna CDP (referenced in Communication 369 as Exhibit 2).
